According to the "Notice", local industrial and informatization authorities are responsible for accepting applications for polysilicon enterprises' access announcements in the region, and submitting verification opinions and company filing materials. The Ministry of Industry and Information Technology will organize experts and entrust relevant testing organizations to review and inspect the application materials, and together with the relevant ministries and commissions, publish a list of polysilicon companies that meet the access requirements in the form of an announcement.

The “Polysilicon Industry Access Requirements” formally released in March this year requires that the minimum capital ratio of investment in new construction and expansion projects should not be less than 30%; the new polysilicon project will no longer be approved in principle until the new directory for the approval of government investment projects is issued. .

An industry source told reporters that if strictly in accordance with the access conditions, the domestic only a few polysilicon enterprises such as Jiangsu Zhongneng and LDK can meet the standards.

However, it is worth noting that the release of the "Notice" has "preheated" the domestic market for photovoltaic applications.

"Only when the cost and price of photovoltaics can fall to the level that the government and society can afford, will the domestic market start." Meng Xianyi said that at present, the production costs of some domestic large-scale polysilicon enterprises have dropped to 22 US dollars per kilogram, which is related to international The average production cost is already very close. In his opinion, the price is the core of the policy. "The purpose of the entry requirement is to promote photovoltaic power generation through the national regulation as soon as possible."

According to Jiang Qian, chief energy analyst of China Investment Advisors, 80% of China's domestic polysilicon manufacturers are small companies, which are generally around the scale of a few hundred tons. These companies are not as large as they are in terms of scale and energy consumption. It is the "big limit" that these small and medium-sized enterprises are eliminated.

He predicted that the access conditions will eventually allow China to form about 10 polysilicon producers.

Domestic polysilicon-related listed companies include Leshan Power, Tongwei, etc. In addition, polysilicon downstream equipment and accessories manufacturers Jinggong Technology, Stellar Technology, Xindaxin Materials, etc., are expected to benefit from the above policy changes.
