**Why do you want to activate the new energy car number plate? What is the background and significance?**
In July 2014, the General Office of the State Council issued the "Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles," aiming to speed up the adoption of eco-friendly vehicles. This move was designed to ease energy consumption pressures and reduce environmental pollution, while also driving innovation in the automotive industry. Over the years, the number of new energy vehicles in China has surged. By the end of October 2016, the total number of pure electric vehicles nationwide had reached 555,500, showing a clear trend toward greener transportation.
To meet the requirements set by the State Council for differentiated traffic management policies and to further promote new energy vehicles, the Ministry of Public Security introduced a special license plate system. This initiative helps distinguish new energy cars more clearly, enabling tailored policies such as preferential parking, travel convenience, and tax benefits. It also highlights the unique features of these vehicles, making it easier for the public to recognize and support the shift towards sustainable mobility.
To ensure a smooth implementation, the Ministry adopted a phased approach, starting with pilot programs in selected cities. Starting from December 1, 2016, Shanghai, Nanjing, Wuxi, Jinan, and Shenzhen were among the first to test the new license plates. Later, in September 2017, the Ministry announced that 10 additional cities would join the program in November. The goal was to fully roll out the new plates across the country by mid-2018, with a nationwide launch expected within one year.
The new energy-specific license plates are primarily green, featuring two types: small and large plates. Unlike traditional plates, which have five digits, the new ones have six digits, reducing the risk of duplicate numbers. Additionally, the letters "D" and "F" in the code indicate whether the vehicle is purely electric or a plug-in hybrid.
Beyond the numbering system, the new plates include a distinctive logo, using a circular design instead of the traditional dot. They also incorporate advanced security features like two-dimensional barcodes, anti-counterfeit shading, and laser patterns, significantly improving their resistance to forgery. These upgrades not only enhance security but also reinforce the image of new energy vehicles as modern, reliable, and environmentally friendly.
